（中央社記者程啟峰高雄14日電）民進黨主席蔡英文今天說，為翻轉南台灣經濟，執政後要國公營企業帶頭結合民間發展有價值產業，土地要活化，人才也要南進。

蔡英文下午在高雄展覽館出席南部發展戰略會議致詞時，做以上表示。

蔡英文說，民進黨執政8年期間推動故宮南院等重大南部建設，但國民黨上來後很多都停頓下來，為扭轉「天龍國」從台北看天下局面，未來如果有機會執政至少有3步是可以做的。

她指出，中油、中鋼等國公營事業應做為火車頭及領頭羊，結合民間企業發展綠能等有價值產業，其次是閒置的國公營土地要活化促進地方產業發展，最後國公營事業人才也應南進全力協助地方產業發展。

蔡英文稍早宣示，若執政後3個月內會在南部成立總統辦公室，平衡南北發展；她主持會議離去時面對媒體訪問若當選總統是否考慮在其他地方也成立總統辦公室，好平區域發展？蔡英文則說，「我們會思考這個問題，但南部會優先成立」。 1040514
