「朱習會」4日登場前，有報紙率先在出刊報導朱立倫將表達爭取台灣加入亞投行。陸委會主委夏立言上午在立法院受訪時表示，目前他只有看到媒體報導，但亞投行一事涉及公權力，最後仍必須由財政部主導的專案小組，與亞投行籌備處談判。
夏立言在立法院備詢前受訪，他強調陸委會已多次聲明，任何涉及公權力的事情，只有經過政府授權才能主導，或由陸委會來談判，也才有公權力的效果。不論這次的國共論壇 或朱立倫赴北京訪問，只要能促進兩岸關係、增進互相了解，陸委會仍樂觀其成。
對於朱立倫3日稱，已與中國政協主席俞正聲對亞投行一事達成共識，夏立言則表示陸委會只有見到媒體報導，但亞投行一事涉及公權力，最後仍必須由財政部主導的專案小組，與亞投行籌備處談判。
